MessageLCP, I think it's a reasonable proposal if we want sustainable development - and we can decide that those quotas are arranged with local governments. In that way local governments have enough influence, and there is some nationwide coordination in this area.

MessageWe agree with the local governments regulating the matter on the basis of local expertise on the ecology and the specialisation that each local government can offer - however we don't think that National Congress should be legislating then delegating, fisheries should already be a local legislative area.
