Bill: Foreign Aid Act

Details

Submitted by[?]: Rutanian Democratic Forum

Status[?]: defeated

Votes: This is an ordinary bill. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.

Voting deadline: September 2598

Description[?]:

Commonwealth is unfortunately not so rich to be able to give high amounts of foreign aid, we also don't have any political interest to spread our politicial influence by foreign aid policy. Therefore, I recommend that we give aid only for disasters.

Victor Oberon, former Prime Minister, President of RDF

MessageWe are opposed, and will support no bill of this sort.

Also, we should not be using aid as a means of spreading political influence, only helping those in dire need.

MessageIf we don't have the money we should raise taxes. They stand at 6% and that is ridiculously low. A higher tax rate would fund better social services in Rutania and allow us to provide assistance to the very poor, and those in dire need abroad, who should not suffer from a poor or even a non-existant quality of life, simply because they were unlucky enough to be born in the wrong place. We, in Rutania, are lucky to be born in the right place, and surely we have a responsibility to assist those who simply were not.

Let us have the bravery and the courage to raise taxes. What are the views of the NPP and the RDF with regards to this?

MessageRDF says YES. We have already pointed out numerous times that we need higher taxes. As convinced social liberalists, we think that financial stress should be given to areas of education, science, culture and health and social services. We don't think that higher taxes would bring any inbalance- those who can pay more, should pay more. And everyone gets something positive from that system.

We also know that LCP is strongly against it. But, if NPP would support extensive tax reform, we could prepare it.

But, even with higher taxes and more money in the budget, RDF would recommend giving moderate aid, at most.

MessageWe support aid, but we support high aid - a consequence of the fact that we are internationalist socialists, and believe in assisting the poor and impoverished of the whole world.

With the new tax system and the higher budget the government will enjoy, we see no reason that high aid cannot continue. What is the current 'dollar figure' we are giving in aid at the moment?

MessageRRDF does not know :-)

OOC: We have to figure something out...you hold the ministry of finance, so go ahead....aid should be expressed in RUT.

MessageAll foreign affairs counts for 500,000,000 RUT out of a 24,320,000,000 RUT budget. Obviously this would include areas other than foreign aid, and given that the governments budget will increase nearly three times because of the new income tax, the level of aid would seem to be not too extravagent - especially when it is only a portion of the foreign affairs expenditure.
