Description[?]:
A bill specifically aimed at protecting civilians during a state of emergency. In times of emergency such as: war, devastating weather conditions, or prolonged threat to civilian life from any source, we feel it would be unwise to allow civilians to congregate (should they desire to do so) in any area. Doing so would make them easily susceptible to the conditions that made a state of emergency necessary in the first place. It is for this reason that we suggest altering the law, so that civilians are free to gather at all times outside of a state of emergency. |

Message | We find it irresponsible to allow people to gather in conditions that are hazardous to their health. If the people wish to gather, that is completely fine and should be supported. However, in conditions that pose severe risk to the health and safety of those who would wish to gather, we cannot in good conscience allow them to do so. To allow them to gather in a situation that poses grave risk to their health, without intervening and attempting to keep the citizenry safe, seems irresponsible to us, at best. |

Message | If people want to gather in dangerous situations, then they have every right to, if they get hurt or killed, well that's their own fault. We believe in personal responsibility and dislike the nanny-state. OOC: I never get to use the term nanny-state. |
