It is important the Sekowo keep a strong and able military. We propose that the following reforms be implimented to ensure that matters are dealt with in the most effective and appropriate manner:

Shelter construction should be delegated to local authorities, who know best their own areas and the most effective way to create and maintain local shelters. As part of this provision, local governments shall be required by the federal government to create and maintain shelters, which must meet minimum qualifications.

Sekowo's intelligence agencies should be able to undertake operations of a military nature as necessary to ensure the safety of the state. As a provision, any operations which are of a military nature (beyond reconaissance and surveillance) must be reported to the elected government of the nation within one month of completion. Failure to do so will be considered treason.

In times of dire circumstance, Sekowo needs the ability to quickly draw upon its citizenry to take up arms in defense of their nation (allowing for exemptions for exceptional cases). As part of this provision, only adults shall be required to serve in times of necessity, and a parent shall only be required to serve if another parent in the family is available to take care of their children.

Prisoners in Sekowo should NEVER be treated better than its citizens. Prisoners should be given the same rights as other visitors to our glorious nation, but never should those who fight against us be treated better than we treat invited guests!

Arms should not be sold to anyone, but approval on a case-by-case basis is cumbersome, and still allows for corrupt deals to come into play. It would be far better for us to simply limit our arms exports to our close allies.

MessageWe hesitate to allow any sort of conscription. We believe in national service, not national servitude.

MessageWe will support the bill, but would like to see a few things mandated:

Local governments _MUST_ set up shelters, though are free to choose where and how they are built, so long as they meet minimum requirements for survivability.

IRT Mandatory Service in War: Only adults may be forced to serve, and in the case of adults with children (born to the parents or adopted), one parent must not be called to service, and should stay with the child at all times.

IRT Intelligence Agency: We are wary to allow such a wide berth to the intelligence agency, but can see the benefits from this as well. We would like to see constant reports from the intelligence agency provided to the Tenno and/or cabinet.

Other than those few points being cleared up after the fact, we support the bill in it's entirety.

MessageWe are opposed to all articles.

1. The building of shelters is far to important to be left up to local governments.
2. We dislike having an intelligence system in the first place and believe it should be highly restricted.
3. We oppose the draft unless it is under very certain circumstances such as invasion or WWIII.
4. Not all nations believe in the sanctity of the person as we do and having that law would allow Human Rights violations by our government.
5. The current law works just fine since there are countries that are our allie's (temporarily) that we should not sell arms to and their are countries that are not our allies that we should.

MessageArticle 1: we prefer federal handling shelters, but this isn't a big issue
Article 2: fully support a stronger intelligence agency
Article 3: fully support a national service
Article 4: fully support P.O.W. law
Article 5: we prefer discretion before any arms sales but since we are organized and know our allies, I don't see any harm in this.
