| Only those who are born in Rutania and born to Rutanians can be considered to be part of "rutanian people". All others are members of other people, but all of them are still full citizens of Rutania. This is just a minor correction, it does not apply any decrease of human rights . For example, if some person comes from Dorvik, he is still from "dorvik nation", but he can be Rutanian citizen. |

Old value:: Anyone is able to claim nationality.
Current: Anyone receives nationality but immigrants must pass a test to gain nationality.
Proposed: Only those born to nationals become nationals.

| Message | We are worried it is a basis for an erosion of the rights of foreign born individuals in the future - especially as we are now using terms such as the 'Rutanian People' in a 'racial' way as opposed to a geographic way. We believe there is no ill-intent on the part of the RRDF. Indeed, despite some differences we have a high level of respect for the RRDF. However, we worry about the future use of such an act under a less scrupulous government. |
