Description[?]:
Dr. Alexandra Green, Minister of Health and Social Sevices: "Mr. Speaker, dear members of National Congress! As a measure to protect and save human lives, we propose a modification to the bill. When the patient cannot give his consent, and knowing that he would't disagree with donation, doctors can ask consent from very close relatives. This only gives more chance to save more human lives, and we think it's reasonable proposal." |

Random fact: In cases where a party has no seat, the default presumption should be that the party is able to contribute to debates in the legislature due to one of its members winning a seat at a by-election. However, players may collectively improvise arrangements of their own to provide a satisfying explanation for how parties with no seats in the legislature can speak and vote there. |
