Otto Millner, Minister of Education and Culture: "Mr. Speaker, Members of National Congress! We propose a new program of covering expenses for higher education. My party firmly believes that education is the key for liberty and prosperity (which is part of our national motto). Current legislation allows subsidizing the costs only for low.income students. We introduce an entirely new principle: loans under very acceptable terms. This is a step ahead toward lliberalization of our higher education system, but also toward more effective use of financial and other resources. Now, even the private organizations and companies can cover costs for their students, and financial help is available to all, also, high education is available to all. Every student has an opportunity, and the Commonwealth gives equal opportunities to all our students. We would very much like to hear opinions of other parties, our coalition partners and opposition partners, but we think it is an innovative solution. " |

Message | We support free higher education, and not means tested loans. These loans are often not enough, and serve to discourage people from higher education - especially those from working-class and lower middle-class backgrounds. As opposed to democratising higher education, this bill will serve only to cement its status as a middle-class snd elitist path to follow. |

Message | RRDF is fully aware of impact of education on personal liberties and national prosperity. We are ready on negotiations concerning these issues. We want to enable high education access to all- to working class and low middle income, but also do not want to create government-based centralised tuition policy. We also want to introduce a possibility for companies to finance their students. |
