In times of war, insurrection, or national emergency, adults between the ages of 18 and 35 who are finished with their education may be required to join the armed forces. The Ministry of Defense is hereby authorized to create local Draft Boards, staffed by volunteer civilians who are paid a small per diem for their work. Local Draft Boards shall, in concert with the Armed Forces, have the authority to administer the draft in their locality, to hear appeals, and to decide selection procedures. Draft Boards can only authorized to go about their work by either a 2/3rds vote of the Congress, approved by the Philosopher, or by the unanimous consent of all cabinet ministers. In the latter case, the decision must be approved by a 2/3rds majority of the Congress within six months, or conscription will cease again. |
