Description[?]:

We, the Parliament of Free People, do hereby authorize this amendment to the War Powers Act:

1- The Head of State shall have the power to use the military in foreign territory for a period of six months without the needed authorization of Parliament, Head of Government, or the Minister of Defense.

2- Upon the immediate deployment of troops into foreign territory, the Head of State shall inform Parliament. If troops are to be used more than three months, a declaration of war will be required.

3- If after three months, the votes against the declaration of war exceed the 1/3 threashold, the troops will be immediately recalled. Otherwise, they will remain in foreign territory unless the declaration of war fails, at which point, the troops will be immediately recalled.

4- The Head of Government shall have the same powers given to the Head of State in Articles 1,2, and 3 but with the following changes:

a) Can only deploy troops for four months in case of a legitimate threat to our country's interests.
b) Must inform Parliament Before deploying troops.
c) If the votes against the declaration of war reaches the 20% threashold, the troops will be recalled.

This is a Constitutional Amendment and will require a 2/3 majority of Parliament to become law.
