Introduction Explanation:
This Resolution would set up a process of impeaching an incumbent Supreme President.

Section I: Senate Findings

Article 1) The Senate finds that under the current system, there is no formal and legal way to impeach a Supreme President.

Article 2) The Senate finds that under the current system, a Supreme President that is truly incompetent of his/her duties and ignorant of the populous' wishes may rule with full power with no restrictions.

Article 3) The Senate finds that there must be a process of removing a Supreme President that displays an inability to govern properly.

Section II: Senate Research

Article 1) In order to begin a motion for the process of impeachment, the filing party or parties must bring a report to the Senate listing the wrongdoings and improper rulings of the incumbent Supreme President.

Article 2) After a series of debates and discussion regarding the findings, the Senate must vote to confirm the findings. A simple majority is required to do so. Once confirmed, the Senate will officially condemn the Supreme President's actions and administration.

Article 3) After the findings are approved and condemnation is officiated, the Senate may move onto the process of impeachment.

Section III: Impeachment

Article 1) The Minister of Justice will preside over the impeachment process to ensure a fair and complete trial is initiated. If the party controlling the Supreme President is the same of the Ministry of Justice, the Senate shall nominate another member of the standing government (independent from the party of the Supreme President) to act as a non-partisan judge.

Article 2) The Supreme President will be impeached by the following methods:
(A2, a) -------------- The Senate will vote to impeach the Supreme President by aquiring 3/4 of the total seats in the affirmative.
(A2, b) -------------- The Senate will vote to impeach the Supreme President by aquiring 3/5 of the total seats in the affirmative along with the support of 6 cabinet members.

Article 3) The Senate Warden will not be allowed to vote in this process should the Senate initiate Article 2, subsection b.

Article 4) Upon a successful vote, utilizing either method named, the Supreme President shall be formally impeached. The next officer will ascend to the Supreme Presidency according to Senate Resolution 70: Executive Succession Amendment.

Section IV: Rules

Article 1) This Resolution requires a simple majority of votes in the Senate in order to pass.

Article 2) This Resolution will take effect when passed and will remain as binding law until the Resolution is overturned by a piece of legislation specifically designed to reverse its effect. The overturning legislation will require 2/3 for this bill to be successfully overrided.

MessageWhile we normally would consider changing the required vote tally, due to the fact that 121 seats in the Senate are vacant, we feel that in its present form the bill is best suited. We wish to have this bill enacted before the next elections so it may be used if necessary.

You're conflating impeachment with conviction, when impeachment is actually the first step of the process -- like an indictment in a criminal case. Nothing to feel bad about: I don't know anyone who hasn't made this mistake -- I certainly have. But for the sake of realism I suggest using the real-world distinction between impeachment and conviction.
