Particular emphasis must be placed on education and rehabilitation, and creating a sense of community and society which only national government can do so. Rehabilitation is not without its merits, and this must be brought about through government agencies. A secular, non-partisan society is the best way for multi-religious communities to meet in an unbiased and neutral ground, where they can discuss ideas and common goals... these places are our schools, universties, local government and state institutions. By utilising these areas, and using them to educate, we can avoid the need to use the extra safety precautions put in place. There must be a consensus within Parliament to ensure that violence does not spread to a national level, and we do not promote a violence culture.
