The mandating of government testing with the availability of abortions and adoption can greatly reduce the number of children born to incompetent parents. The mandating of these tests for all children require much government money of which can be used for other money starved programs and state enterprises, including the sick violation of the family's sphere by the state. We must restore rights' to parents and if the incompetence arises in families children will be removed on case by case basis that are judged to be out of line and the family judged incompetent for raising a child. It is imperative for this government to give back the rights of child raising back to the parents. |

Old value:: The government requires a test for would-be parents, if parents circumvent the test they are allowed to keep the children, but are watched for incompentence.
Current: The state raises all children in state institutions.
