As other nations may declare war on us or rogue nations may use nuclear weapons against us, we need to have shelters that will protect our citizens from air raids and nuclear attacks. |

Proposal[?] to change Civil defence is the government's policy on providing shelters to be used in the event of attacks on major cities, mainly nuclear attacks and bombing.
Old value:: The government makes no provision for civil defence.
Current: The government builds and maintains a network of shelters across the nation.
Proposed: Local authorities are responsible for building and maintaining shelters.

Message | I think it is in our nations best interest not to have any sort of bio/chem weaponry. I plan on intoducing a larger scale defense bill, if you or anyone would like to work with me on it, feel free to contact my party headquarters. |

Message | The shelters are a positive move, however I feel that we don't need to reserve the right to build chemical weapons. We should reserve the right to study the weapons for non-military purposes instead. |

Message | It is good that this has been amended to remove the provisions on bio/chem weapons. The United Party thinks that it is better for the nation if the national government does not have the burden of having to worry about defense shelters. It sould be up to the local governements for they can determine best where they can go within their region. I will stay abstained until I see some more debate here, since the bill has been changed. |

Message | If I may comment, building national shelters is a task which has nearly no drawbacks. In times of disaster, aggressive or natural in cause, these shelters may be used for those in need. They will not be extremely heavy on the tax dollar, and even then, most of the expense will be paying new jobs created by the construction of a national system of shelters. Little if no harm could ever come from such a proposal. If local authorities are given the power to create shelters, they will most likely not because they fear the expense and they expect neighboring regions to take care of the shelter concerns.. |
