The purpose of this JOINT Resolution is to amend the national constitution, thus 2/3 majority will be required to ratify it. The following shall be known as the Bill of Rights: Freedom of Speech, Press, Assembly and Petition The Imperial Diet shall make no law abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances. Right to Bear Arms A well regulated Militia, being necessary to the security of a free State, shall be maintained by the People. While, unless having a recorded felony or other lesser criminal charge, the right of the People to keep and bear Arms, shall not be infringed. Search and Seizure The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized. The right to privacy is also secured, when there is no probable cause and no Warrant issued. Trial and Punishment, Compensation for Takings No person shall be held to answer for a capital, or otherwise infamous crime, or any crime, unless on a presentment or indictment of a Grand Jury, except in cases arising in the land or naval forces, or in the Militia, when in actual service in time of War or public danger; nor shall any person be subject for the same offense to be twice put in jeopardy of life or limb; nor shall be compelled in any criminal case to be a witness against himself, nor be deprived of life, liberty, or property, without due process of law; nor shall private property be taken for public use, without just compensation. Right to Speedy Trial, Confrontation of Witnesses In all criminal prosecutions, the accused shall enjoy the right to a speedy and public trial, by an impartial jury of the State and district wherein the crime shall have been committed, which district shall have been previously ascertained by law, and to be informed of the nature and cause of the accusation; to be confronted with the witnesses against him; to have compulsory process for obtaining witnesses in his favor, and to have the Assistance of Counsel for his defence. Trial by Jury in Civil Cases In Suits at common law, where the value in controversy shall exceed twenty dollars, the right of trial by jury shall be preserved, and no fact tried by a jury, shall be otherwise re-examined in any Court of the United States, than according to the rules of the common law. Powers of the Duchies and People The powers not delegated to the Imperial Diet by the Constitution, nor prohibited by it to the Duchies, are reserved to the Duchies respectively, or to the People. CONCLUSION it is the purpose of this amendment to protect the inherent freedoms that come with the many rights and advantages of a free nation. |

Message | Mr. Speaker, The only problem I see is the second one. I really do believe that people need to go under a strict test before getting any guns or firearms. Even though many say guns don’t kill people, people kill people, there is only one way to fix the problem, and we can't get rid of the people. People have the right yes, but after they have gone through many screenings and tests. I yield. |

Message | Mr Speaker, There is no such thing as a "right" for untrained civilians, without the respect for the destructive power of weapons and discipline taught to soldiers, to bear arms – this bill is nonsense and will lead to nothing but another civil war! |

Message | Mr. Speaker, Bully, the nonsense I have heard, that giving people the knowledge their rights they already have are safe would start a civil war. Please indicate to me where we have such rife criminal violence that we should extract from them their weapons. We don't, that is the fact. And your, people do indeed kill people and in the last civil war war began because of politics and the rights of our citizens and their state of guarantee, not just because they all had guns. Your arguments are all unfounded. I yield. |
