Description[?]:

We, the Parliament of Free People, do hereby authorize this amendment to the War Powers Act:

1- The Head of State shall have the power to use the military in foreign territory for a period of six months without the needed authorization of Parliament, Head of Government, or the Minister of Defense.

2- Upon the immediate deployment of troops into foreign territory, the Head of State shall inform Parliament. If troops are to be used more than three months, a declaration of war will be required.

3- If after three months, the votes against the declaration of war exceed the 1/3 threashold, the troops will be immediately recalled. Otherwise, they will remain in foreign territory unless the declaration of war fails, at which point, the troops will be immediately recalled.

4- The Head of Government shall have the same powers given to the Head of State in Articles 1,2, and 3 but with the following changes:

a) Can only deploy troops for four months in case of a legitimate threat to our country's interests.
b) Must inform Parliament Before deploying troops.
c) If the votes against the declaration of war reaches the 20% threashold, the troops will be recalled.

1) The Head of Government, as First Commander of the Armed Forces, shall have the power to use the military inside the country unlessthe President opposes such a move.

2) The Head of Government, as First Commander of the Armed Forces, shall be second in the chain of command following the Head of State and before the Vice-President.


Let it be resolved that:

1) The Head of State and the Head of Government have the power to issue executive orders.

2) The Head of State and the Head of Government have the power to veto an executive order by issuing another executive order.

3) If a veto shall occur, the Head of State and the Head of Government cannot issue an executive order on the same subject until a compromise has been reached.

4) A joint executive order shall be issued when a compromise has been reached.

This is a Constitutional Amendment and will require a 2/3 majority of Parliament to become law.

MessageOOC: I proposed this before and I will propose it again. This will not only serve as a compromise but it will also clarify many doubts some people around here have. This was a planned project with the Progress Party to give the President more clear power while taking some powers away from the Head of Government. It was a compromise then and I hope it serves as a compromise now.

MessageWe oppose. We believe that the military should be the sole dominion of the head of state, who is a more impartial and apolitical figure, and that the check on abuses of this power should rest with parliament. we intend to propose an amendment to reflect this.

MessageThe Head of Government is already able to handle the military according to the War Powers Act.

OOC: I am not sure about this but some correct me if I am wrong. I thought it was made mandatory under the RP rules the need for Head of Government's approval to declare war. Could someone check on that?

IC: Parliament has always had oversight over the executive branch. We think your position doesn't make sens. You complain of abuse of power and you are trying to give autonomous power of the military to ONE person instead of distributing the power around. If you thought Prime Minister Williams abused her power, we can't wait to see your reaction when the Head of State does and does it lawfully under a LCDP sponsored bill.
