Chemical weapons are indiscriminate. A chemical weapons attack launched against a military installation could seriously damage a civilian town nearby if something as minor as a wind shift occurred. Furthermore, these weapons are sometimes just as insidious as nuclear weapons in one respect - some of them do not degrade biologically. |
