Description[?]:

Submitted by Dr. Kirby Fung

We feel that we need to moderate government control on the healthcare system, private ownership of clinics should not be so regulated, however we still favor a national healthcare system reserved for the working and lower classes as well as the middle class. We also want to allow children of all socio-economic backgrounds free access to preventive medicines and routine physicals.

MessageThis is an meliorative proposal in front of the current situation. However we observe the ratio the Confucian League has proposed it is only to contrast and contain the Socialists' proposal for a whole-public health care service. If the proposal would have been made only by article 1, we would have opposed. We responsably will support the Confucians' proposal only because of the article 2.

MessageWe are on the fence with supporting article 1, but article 2 cannot be supported at the moment. We already have a spending deficit of 14 billions RUT.

Message-Dr. Kirby Fung responds to both the concerns of the RDF and SL-

"By cutting back on unnecessary regulations and subsidizations of the mentioned private clinics, we will be setting up new budget priorities within the Rutanian National Healthcare System. Putting such strict regulations on private clinics do not help the lower classes achieve better medical care, in fact the opposite is true if you put causal relationships in mind; the more money the government has to put into regulating private clinics that are normally occupied by wealthier tenants who can generally afford the private care without government assistance, the less money that will be able to go into providing more services for the lower, working and middle classes."

"Now I am indeed no political scientist by trade but I hypothesize that the RDF and SL will have to weigh the options between regulation and funding of clinics for the wealthy and medication for the less fortunate. I have no intent to revise this bill."

Message"As we already said, we could support article 1, as a matter of health care system reform. But, for article 2, we currently have no resources. "
