we should't be the rogue nation of Terra. Nowadays we can spot nukes before they hit us and send some back in no time. If that's how they would attack us, which I doubt they will.

But this issue requires consideration of wider geo-strategic issues, regional threat analysis, alliance-building options, an evaluation of the international proliferation framework and much more.
