With the dissolution of NUP and Ba'ath party militias, the door is open to internal peace in the Sultanate. However, having weapons widespread throughout Al'Badara means that civil conflict could re-erupt at any time.

Therefore, the Majelis authorizes the creation of a non-partisan body to collect weapons turned in by the party-linked militias. No member of a party militia may own guns unless they have obtained a proper licence under the existing laws on gun control. In order to make all citizens safer, the Majelis also pledges that ordinary police will not carry guns in the normal pursuit of their duties. The police will, however, retain specially-trained divisions carrying fire-arms and able if necessary to restore order.

The coast guard will be given proper resources to prevent any weapons from beoing smuggled into Al'Badara from overseas.
