To introduce a common law for all republics of Lodamun to follow. Allowing the republics to decide on the law of fireworks, leads to the possibility of radically differing laws; so even if children aged 16 can't buy them in Andalay, they can hop over the border to Golavia and buy them. This clearly shows how the current law can easily fail. |
