| The AAP is putting this issue straight back to the vote, as was. The AAP believes that a strong potential exists for abuse in the current legislation that insists on 'requirement' for military service. In one fell swoop, the rights of conscientious objectors and pacifists have been obliterated... there IS no 'non-military' alternative. Instead, on the whim of the Senate, Likatonian citizens can now be forcefully enrolled, and placed in harm's way, regardless of personal belief. The AAP finds this undemocratic, immoral - and, quite possibly - unconstitutional. There will ALWAYS be rooms for abuse, while a draft is allowed, no matter WHAT circumstances and stipulations are described. The AAP believes we MUST remove the threat of 'ad hoc' drafts, from the Likatonian military. Amendment language: The AAP representative has been advised to include the following possible compromise: In event of war, a quorum of the cabinet is needed to implement an immediate conscription order - that is, if a majority of cabinet members SUPPORT an immediate conscription, there shall be a tacit agreement that such a bill has been proposed, voted on and implemented. Under ALL other circumstances, including when a quorum cannot be made, there is no conscription allowed under law. This is purely a special exemption in wartime, and the law is assumed, in all other respects, to read that there is NO conscription. |
