The Rildanor/Aldurian Aid Package http://80.237.164.51/particracy/main/viewbill.php?billid=219243 specifically states: "The Senate authorizes the President to dispatch humanitarian aid to the affected area only after the fighting has ended. No military aid shall be provided by Lodamun." The URP stresses the phrase "only after the fighting has ended."
