MessageYes. Effectively, smaller parties will be at a disadvantage - proportionally. Let's say if there was a bloc of parties - which would in turn have a high chance to gain a large percentage of the vote - the power would be shifted to the bloc of parties, effectively gaining total control over the legislative process.

MessageMetaphorically, it would be operating on a decreased resolution, yes. Potentially less costly, markedly improved "framerates" through shorter deliberation, but this coming through a council with greater inaccuracy in terms of both political balance and rougher regional seat distributions.

MessageIt won't exclusively be smaller parties at a disadvantage, though.

With the resolution metaphor, one could imagine the point when a small object occupies its first few pixels. The increase of one pixel is a notable gain, and at the loss of the neighbouring rendered item.
