International Space Agency

Description
A treaty to establish the International Space Agency to coordinate the use of outer space among the spacefaring nations of Terra.

SECTION I
There is hereby established the International Space Agency (ISA), an international agency which will oversee, coordinate, and promote the use of outer space for educational, scientific, and recreational uses.

SECTION II
All nations agree to the use of space solely for scientific, educational, or recreational purposes and hereby agree that the militarization of space shall not be allowed.

SECTION III
All nations agree that they shall claim no ownership or jurisdiction over any planet, comet, moon, asteroid, meteor, wormhole, dyson sphere, or black hole, discovered or undiscovered, and that the ISA shall be the only agency given such jurisdiction.

SECTION IV
All nations agree to share industry, science, technology, ideas, books, science fiction literature, and all sources of scientific space knowledge to improve space technology worldwide.

SECTION V
The ISA shall be governed by an International Space Senate. Each member nation shall be entitled to appoint three Space Senators to the body in any manner they see fit. The International Space Senate shall vote on laws and rules and resolutions to set space policy and coordinate the use of space among the several nations of Terra in accordance with this treaty.

The ISA organization shall be run by a Space President elected by the International Space Senate on a 2/3rds vote of the membership. The Space President will have a term of office of 2 years. The Space President will be assisted by a number of Space Vice Presidents chosen by the International Space Senate in a manner of their choosing.

Any nation may send their Minister of Science and Technology to observe and participate in space discussion and space politics, but only Space Senators may vote on issues.

The International Space Senate shall meet at least once a year, rotating the meeting place among the member nations who will be responsible for providing a meeting hall and refreshments.

SECTION VI
All nations agree to establish, or if already existing, direct their national space agencies to regulate the use of spacefaring technology to be in compliance with this treaty.

SECTION VII
All nations agree to equally fund the ISA budget.

Article 1
The ratifiers acknowledge that with respect to:

The government shall fully fund a state-owned space agency which controls all national space-related activity.

The government shall operate a space agency that contracts with and oversees private space-exploration companies.

or

The government shall issue permits to private space-exploration companies.




NOTE: This is NOT the actual treaty. If this is passed it means that we agree to have the Renewal Party formally bring this Treaty up for legislation. If anything this is an INFORMAL vote to see where the all the parties stand on this issue.

Messageuhh i know, i'm saying if its passed YOU'D (RENEWAL PARTY) have too reccomed we FORMALLY pass it. This is just a debate on wether or not we should consider this treaty.
