It is NOTED that professional (mercinary) armed forces are generally better suited for offensive or imperial exploits. Their members have chosen armed combat as a vocation and are to be expected to be reflect this choice in their attitudes to war and associated moral issues. It is NOTED that members of professional armed forces tend to be disproportionately represented by those with fewer viable alternatives for employment; specifically, those with fewer financial resources. The keeping of a professional army therefore places a greater burden of national defence on the poorer members of society. It is NOTED that the Union of Quanzari Soviets believes in the equality of its citizens and the principle of peace between nations. It is therefore RESOLVED that the Union of Quanzari Soviets, in keeping with its beliefs and principles, should reduce its professional armed forces to a minimum, to be replaced by a majority drafted force. Alternative opportunities to provide civil service shall be offered to those who object as a matter of conscience, though no guarrantee shall be made that alternative options will provide greater personal safety. |
