MessageNo they don't. Surely national judges are the most experienced of all the judiciary as by essence they have the clearest view over how the laws of the NATION (and therefore the regions) should be interpretated.

MessageRegional law varies across the country. It doesn't make sense for a national judge to have to keep up with so many different laws on the same subject.
In addition, it reduces the workload of the national courts, to ensure expedient judgments.
