| In the previous 'Energy' Bill, the status of the industry was such that price-controls had to be introduce to regulate the supply of energy to emergency services etc. It was explained in the preamble, and demanded by several other parties, that this would be a temporary situation: "The AAP would like to offer a (potentially short-lived) control plan, to counter these horrendous acts of opportunism.... whereby the production will be left in the hands of private companies, but a fair price 'range' will need to be constantly negotiated between those companies, and the energy executive of the government". The AAP believes that the price-gouging atmosphere has abated to a level where it will now be safe to repeal this Bill. Note: In effect, the AAP is retracting earlier legislation - this returns the legislation to the position BEFORE the "Energy" Bill. |
