We propose the following to improve our military in the following ways:
1. By increasing its effectiveness by allowing our agents to act on par with those of our enemies, and to allow the government to recruit its citizens in times of war.
2. By reducing the strain on local police forces by allowing the military to be deployed to help maintain order in times of national duress.
3. By treating prisoners on an equal level with Sekowan citizens.
4. By reducing the demand the government places on its citizens by not forcing them to serve the government in times of peace.
