| The Supreme Council of United Jakania hereby orders the establishment of the \"Special Commission for Political Stability and Internal Security\" (SCPSIS). The SCPSIS shall be tasked with ensuring the stability and security of the State in the face of internal threats against the State. The SCPSIS shall be headquartered in Wakanda. The SCPSIS shall answer to the Minister of Internal Affairs; who shall be the top official of the SCPSIS, with the title \"Director of the Special Commission\". The SCPSIS and its agents shall be granted the powers* to: ****Perform arrests of suspects ****Detain suspects indefinitely ****Determine and implement punishments ****Develop and maintain networks of \"citizen informants\" ****Monitor the communications (mail, e-mail, telephone, etc) of all citizens, internally and internationally, between citizens of the State or between a citizen and a non-citizen ****Suspend the legislated rights of citizens ****All other powers necessary to perform their tasks that are not explicitly defined here *Not subject to executive, judicial or legislative review OOC: The strength of the SPCSIS shall be determined by adding the paramilitary forces of those parties included in the cabinet. |
