Bill: Gov.0027.2655 Action after FIFA scandal

Details

Submitted by[?]: Conservative Party

Status[?]: passed

Votes: This bill proposes the withdrawal from a treaty. It will require half of the legislature to vote in favor[?]. This bill will not pass any sooner than the deadline.

Voting deadline: May 2657

Description[?]:

An international issue been brough to the attention of the Sekowo legislature. Due to various opinions on the recourse Sekowo should take, an official debate will take place and then the most popular proposition will be put forward to vote.

On behalf of the parliament, we invite both the FIFA and the involved parties of the scandal to present their side of the story to either defend themselves or acknowledge any accusation(s).

HISTORY:
-------------
A scandal at the 2655 World Cup involving the teams from Beiteynu (http://80.237.164.51/particracy/main/viewnation.php?nationid=51) and Sekowo.

The message claimed by the party incharge of the event URP (http://80.237.164.51/particracy/main/viewparty.php?partyid=5496) to have been sent to him is as followed: \"I really dont want to make it sound bad... but can you mkae it do Beitanu wins 3rd place against Sekowo. It will look really good and I have alot of Rp i want to do with that. Thanx alot.\" The message was later admitted to being sent by CZP (http://80.237.164.51/particracy/main/viewparty.php?partyid=5036) from Beiteynu.

After further investigation by the sports administration body in Sekowo, there was no evidence found that any member from the Sekowo team or delegation was in contact with the CZP before or during the World Cup event. The report concludes that CZP acted alone.

SOLUTIONS [party(ies) supporting solution]:
-----------------------------------------------------------
1) Withdraw from \"The Terran FIFA World Cup (TWC)\" treaty located at http://80.237.164.51/particracy/main/viewtreaty.php?treatyid=826
-) Suspend our participation in World Cup events indefinetely until reversed by the Sekowan legislature [not possible by FIFA rules - must withdraw]
-) Boycott the next {number} of World Cups. [not possible by FIFA rules - must withdraw]
4) Remain a member in FIFA only if a new administration is put in place
5) Demand an apology from the FIFA and involved parties for placing Sekowo in such a scandal and retain the status quo
6) Retain the status quo

TEMPORARY MEASURE:
---------------------------------
A temporary measure, already undertaken by DSP on behalf of Sekowo immediately after the end of the 2655 World Cup, has been to suspend Sekowan participation from FIFA events.

FINAL MEASURE:
-----------------------
Should this bill pass, Sekowo will withdraw from the said treaty effective immediately.

MessageAn addition solution should be to indefinately suspend our participation (we're already suspending it during legislation) until such a time that we decide to participate, though not leaving the FIFA treaty.

MessageOOC:
I did that assuming we would, I mean I thought it nomral that any country would temporarily suspend participation while they were doing an investigation.

MessageI'd just like to comment that while I was asked to manipulate the results in 2655, there is no actual proof that fraud took place in 2630 and there will probably be no way to ever know; however as I stated previously - the results are highly suspicious.

On a matter of procedure - as i informed parties in my own country, nations can't temporarily stop participation. The FIFA treaty specifically states that teams wanting to withdraw from the tournament must withdraw from the treaty. There currently is some debate in the international community regarding the future of who will run FIFA, but if i am selected Sekowo would have to follow these proper procedures or it would still have to participate.

MessageAs URP has proposed, there might be a new person/group running FIFA. I will add this as another solution.

MessageI say we demand a formal apology from FIFA, and the permanent banning of the CZP from the organization. If we fail to get these concessions within a timely manner, we should withdraw. We need to send a clear message that we will not tolerate such corruption!

MessageWe apologize for the Scandal but We would to affirm you that 1 the game between Sekowo and The Jews was fair. because it did nto happen this is not of any concern. The CZP doe snot condone this at all. We have fired the head of our Sports Delegation and all others involved. The CZP will not be running the games but will still serve as Head of FiFF according to the wishes of the previous leaders.

MessageAfter consideration we believe that should no real reform come aboutfrom this that we should leave.

When we originall joined the FIFA treaty it was a truely great organization with good leadership and a repsected sport, however that has changed and it is now little more then brutish sports as usual.
Further more we'd like to point out that it's not particularly popular in Sekowo (nothing new, RP precedent in the past) gaining at the very best 2 million views.

MessageCP believes it might be in Sekowo\'s best interest to go with one more FIFA on condition that if it ever happens a second time, we will withdraw.

MessageOn the contrary, Sekowo have always been an honest people. That\'s why all dishonest parties have left and have somehow found themselves in a certain nation. Shame on them for putting the credibility of FIFA in jeopardy. Sekowo lost, yes, but we can walk away from this tournament and be confident that we are not cheating, nor do we intend on starting. As history has shown by a certain group, once a cheat, always a cheat.

MessageWe echo the CP\'s sentiments.
We also restate our earlier statement, IE FIFA is only watched b a very, very small segment of our country, and the vast majority could care less about it.

MessageAs we do not have a consensus from most of the parties (due to lack of debate activity), we will set the extreme of withdrawing from the treaty as the solution to see how many people care.
