In an attempt to improve standards of education and training, and to assist in the smooth transition from full-time school students to adults with conscious responsibility for the continual development of their skills and education, it is resolved to raise the age until which all citizens must receive education. However, beyond the age of 14, such education may be entirely vocational (at the student's discretion), and beyond the age of 16 it may be part-time, accompanying work within the Soviets. |
