Description[?]:

The current legislation does not take in to account the possibility of the psychological damage that damaging treatment can have on a patient which detracts from their quality of life. We therefore propose that above the cost of medical and legal expenses there be an allowance made for the mental anguish and strain, that is created during such cases, for the compensation paid to patients. We propose that a cap be placed on such lawsuits so that the monetary payments do not exceed reasonable levels. The cap should be determined by an independent panel of judges and other public officials.
