| Message | Military and industrial targets are better targets on several levels. The most important being the loss of production and the demoralizing effects of losing national military bases. Killing millions of civilians normally has the opposite effect to demoralization and will generally improve public sentiment in wartime situation. But like said before, it is mainly a moral issue the HLP has rather than a tactical one. |
