Specific description of the enforcement of some of the more controversial articles contained in this bill. =====================Article 2===================== This law should not be interpreted as mandating the execution of ALL old or sick people; if that was the case, there would be little reason for us to provide the sick with the medical care they need. There will be situations in which the lives of the old and sick shall be justifiably preserved. However, those individuals included in the following categories shall be targeted for euthanasia: Non-citizen nationals diagnosed with diseases, which may not necessarily be terminal, but will require the expenditure of an inordinate amount of medical resources. I.e., non-citizens whose continued life does not provide society with greater utility than the resources expended to keep them alive. Citizens, of advanced age, who have had their capabilities sufficiently degraded by age, so as to no longer provide greater benefit to society than the value of the medical resources expended to prolong their life. While their status of citizen would normally grant them some "leniency" in the application and calculation of the cost-benefit analysis regarding the expenditure of scarce medical resources on their behalf, age is not a disease the effects of which can be adequately ameliorated with current medical techniques and technologies to justify the expenditure of resources in these cases. Non-citizen prisoners, shall be euthanized immediately, upon being diagnosed with any disease which cannot be overcome without medical care. The severity of the crime for which they are imprisoned shall have no role in determining their fate. Citizen prisoners, shall be euthanized, upon being diagnosed with any disease which cannot be overcome without medical care, pending the review of their case file. The fate of those imprisoned for minor crimes shall be determined upon the determination of if they would also fall into any of the other categories described. If they would not otherwise face possible euthanization, were they not imprisoned, they will receive the medical care they require.
