It's is the PRP's belief that government structure streamlined for a more efficient bureaucratic process. The bill is proposed with the following rationale: Article 1: We should withdraw from the Democratic Assurance Treaty because of our compulsory compliance with Article 4 of the treaty, which requires that our national law ensure political independence for all government employees. This should not be the case. In order for our government to work in a sufficiently efficient manner, employees should have the ability to be selected and appointed for political reasons. Article 2: Fire departments should not be under the national government. This is wasteful bureaucracy. Instead, they should be deferred to local governments for management and funding. Article 3: The military should be allowed to back up the civilian police for in cases of serious emergencies for the good of the state. |

Message | We feel it s important to keep the head of state and head of government separate so as to keep the powers of the leaders of the legislative and executive branches separate, as they should be. Also, we are fully opposed to military involvement of any kind in civilian affairs, particularly policing affairs. The military of this nation was not established as a tool of law enforcement and was not meant to be turned on its own people. It's sole purpose is to protect the people of Telamon from foreign aggression when all other forms of diplomacy have failed. We are also opposed to withdrawing from the DAT since we voted in favor of its ratification. However, we support decisions about fire prevention being made on the local level. Message | After further review, we have removed the article concerning the merging of Head of State and Head of Government. We understand your concerns, and after a discussion and vote of Party Elders, have decided as such. We agree with the concerns that the military should not be involved in the policing of civilians, but think that it should at least be a possibility in the case of sufficiently serious situations. We stand behind our belief that we should withdraw from the DAT. This does not mean that we would necessarily change all or most of our stances that we would otherwise be locked into with the treaty, but this particular article which locks our government into the appointment of "politically independent" individuals keeps our government from proceeding with its responsibilities in as efficient a manner as possible. Message | We do not see any place for politics to play in the appointment of government employees. Government employees are employed only to carry out the administrative functions and tasks of the government at hand. The only basis on which they need to be employed is on the basis of whether they are performing their jobs the way they are asked to or not.
