Old value:: The government builds and maintains a network of shelters across the nation.

Proposed: Every public building is required to feature provisions for civil defence, but there is no requirement for shelters to be open to the public.

Message | ok. 1,3,4,5,7,8,9. Some of them are negotiable, but 2 and 6 are the only "solid" ones here from my perspective - and I wouldn't actually propose either of them unless I knew i was going to lose on the vote :-D |
