~Partial transcript of a Statsminister address made before a closed, private session of the Stortinget~ "I am sure that we all agree that the current instability in Thorgerd is a disgrace, a terrible blight upon the international image of our great nation. I am just as sure that we will all agree on the need to bring an immediate and complete end to the violence that has plagued the streets of our Capital over the last few months. I am sure that we will all do what must be done to restore order. For I am sure that we all love our nation and its people; and that we all seek to prevent further harm from being done to any of our loyal citizens. I am sure of this. With luck, we will soon be able to restore order to our streets, via the combined strength of our national military and the paramilitary forces of all loyal Kazulian parties. However, we must also address the causes of the Thorgerd incident. It is my belief that Kazulia has not taken adequate steps to properly safeguard the public welfare. Indeed, certain factions within our nation have entirely failed to perform their duties. Still others have actively prevented the proper measures from being enacted. I do not question their loyalty; only their sense. I cast no doubt on their honor; only upon their intellect. For the threats facing our nation are many and easily recognized by all the brave citizens of Kazulia. That is why the current situation is so tragic. It could have been so easily avoided; had we come together to take the proper steps to protect our people. It is because of our failure to act, our inability to take the necessary precautions, that the incident in Thorgerd has occured. Even now, our police await orders, await permission to take action. They have been waiting for a while now. Our police, those loyal guardians of our citizens, have been forced to stand idle in the face of these rioters, unable to react, unable to perform their oath-bound duty to defend the people of Kazulia; to protect them from threats such as those which we now face. When I think of this, nothing comes to mind more than this image: an image of a loyal and dutiful guard dog, chained and muzzled, straining against its bonds; unable to act as its ward is brutally murdered and despoiled by a violent mob. What chains bind our police, you ask? What bonds prevent them from performing their duty? My answer to this is; the chains of cowardly pacifism, of deluded ideologies, of foolishness. The chains of weakness. These chains must be broken and they must be broken soon; for the safety of our people is at stake. Kazulia cannot afford to be weak. For those that are weak become prey. I ask you now; why did we have no warning of any impending incidents within our nation? Why were we caught unawares by the rioters? By these fools that are tearing our Capital apart as I speak? The reason, my friends, is that we were unwilling or unable to use all the means available to us to monitor and to control our citizenry, and thereby protect them from those eager to do them harm. Starting today, this shall no longer be the case. For today, we declare that the people of Kazulia are not cowards, are not deluded, are not fools. That they are not weak. That they are not prey. So, I call upon you, the elected representatives of the sovereign peoples of Kazulia, to perform your most sacred duty. The duty to protect your people and your Nation. Fail to answer this call and I can promise you, there will be further Kazulian blood shed, and that blood will be on your hands. So, I bring before you the following legislation, to best protect our people." -Moriko Otani -Statsminister of Kazulia ===End of Transcript=== The Stortinget of Kazulia hereby orders the establishment of the "Kazulian Inre Trygghet och Politisk Stabiliteten Uppdrag (KITPSU)". The KITPSU shall be tasked with ensuring the stability and security of the State in the face of internal threats against the State. The KITPSU shall be headquartered in Asvald, Kelvon. The KITPSU shall answer to the Minister of Internal Affairs; who shall be the top official of the KITPSU, with the title "Director of the Commission". The KITPSU and its agents shall be granted the powers* to: ****Perform arrests of suspects ****Detain suspects indefinitely ****Determine and implement punishments ****Develop and maintain networks of "citizen informants" ****Monitor the communications (mail, e-mail, telephone, etc) of all citizens, internally and internationally, between citizens of the State or between a citizen and a non-citizen ****Suspend the legislated rights of citizens ****All other powers necessary to perform their tasks that are not explicitly defined here *Not subject to judicial or legislative review ===Budgetary Information=== The KITPSU shall be funded by the Ministry of Internal Affairs. The budget of the KITPSU, shall not exceed more than 60% of the funds allocated to the Ministry of Internal Affairs, unless explicitly granted additional funding, via a new budget proposal. OOC: The strength of the KITPSU shall be determined by adding the paramilitary forces of whichever parties volunteer to be included in the KITPSU. Initially, this shall be limited to the paramilitary forces of the Paradigm, excluding the 20,000 we are obligated to provide the DMF. Note: The guns of the police and of the KITPSU are owned by the Ministry of Internal Affairs or by the local police departments. Note: Treason shall be rather loosely defined.
