MessageWell, it keeps the members of the TP and NIP from roaming the streets causing problems. They certainly are employable for much beyond cosmetics testing, and they want to eliminate that.

I also think that this is a reversal of the representation that we have sought in the past. If we had more federalism, then I would agree.
