Whilst accepting that the operation and utilisation of a fully integrated Public Transport System is an important requirement to maintain freedom of movement throughout the Country, whilst also accepting that the operation of such systems are extremely expensive, the Government will provide subsidised services in those areas where the transport system is required but overall incomes would preclude acceptable transport standards. In all other areas the full cost of transportation will be met by the user (further explanations of operations can be found in the "Ministry of Transport and Infrastructure: Ownership and Operation of Local and National Transport Networks and Services" Act). Subsidies will be provided to Local Passenger Transport Executives (henceforth referred to as PTE's) in order for them to direct where the money would be most effective in providing for local transportation needs. In addition to these subsidised services, the Government will introduce a "Pensioners Travel Card". This will allow free transport on all local rail and bus routes, as well as 1/3rd off all long distance rail travel (additional costs on long distance rail travel to be met by Hobrazian Railways). |
