Message | If Private Firms handle security management, they have access to better training, funds, facilities, etc to increase their skill to battle crime. The Local Gov't should regulate these private firms, but should not control them Article two improves rehabilitation, which is what prison should be about. Giving these people education will increase their ability to improve their standing in society when they are released from prison |
