Be it enacted upon the Emperor's most Illustrious and Lutheran Majesty, by and with the advice and consent of the representatives of the people of Greater Hulstria, in this present Imperial Diet assembled:

An Act to reform welfare and other social programs.

Article I - Short title, Definitions, and etc.
1) This Act may be cited as the Public Social Services Reform Act, 2691.
2) Unless otherwise stated, Crownland(s) refers to the crownlands of Hilgar, Hulstria, Budenlar, Mitrania, and Kuratha.
3) The "poverty line" refers to the poverty line as established for an individual or family by the Imperial Poverty Level Index.
4) "Low income" refers to those individuals or families earning less than two hundred percent of the poverty line.

Article II
1) The guarantee of minimum income shall be defined by this statute.
2) A "very basic subsistence income" shall be defined as eighty-five percent of the poverty line.
3) A "reasonable, though not high, standard of living" shall be defined as one hundred and ten percent of the poverty line.
4) A "certain peroid of time" shall be defined as not longer than twelve months in any thirty-six month period.
5) The IPLI shall be determined by multiplying seven thousand Crowns by the Consumer Price Index. The Ministry of Finance shall be responsible for updating the IPLI every third year.
6) Should the Minister of Finance determine the Imperial Crownlands of Greater Hulstria, or any number of the Crownlands, to be in a state of economic emergency, the Minister may increase minimum income payments by up to twenty-five percent and may increase the period of eligibility to twenty-four months in any thirty-six month period in the affected area(s). The Imperial Diet may, at any time, vote to override the determination.

Article III
1) The government subsidisy for private health service shall be set at seventy-five percent of the cost of healthcare insurance for families or individuals earning more than two hundred percent of the poverty line and ninety percent for families or individuals earning below two hundred percent of the poverty line.
2) If authorized by statute, the government shall reimburse all non-low income citizens fifty percent of the costs of all pharmaceutical drugs.

Article IV
1) Sections and articles of this Act shall remain in force only as long as they do not conflict with statutes.
2) The definitions of this Act and other sections and articles not invalidated by other statutes shall remain in force until specifically repealed by action of the Imperial Diet.
