Message | Perhaps they do. But are these 'national' lakes and rivers? BF thinks the local authorities should be responsible for them. You cannot say that fishing quotas for the sea need the same legislation as fishing quota for lakes and rivers. That's why we have propose this. |

Message | Local Governments have less resources avaliable to them then the National Government such as money to buy more qualified researchers. If we left the local government in charge the fishing quotas may not be as accurate as the ones from national governments. |

Message | I think national policy would be better. Water systems, and fish, do not care about our artificial political borders. You might end up with cases of communes squabbling over the one upstream catching lots of fish and leaving less for the ones downstream. Many countries do that, and if we can avoid that kind of thing between our communes, all the better. |
