Necessary measures as suggested by the Groschak Report to the Justice Ministry.

- The death penalty is to be applied for ORDINARY CAPITAL CRIMES only with the written consent of the Minister of Justice, after sentence has been passed by a Judge in the Highest Court of Appeal for criminal matters. The Death penalty is to be preceded by a minimum term of imprisonment of 7 years to allow for appeal or new evidence to emerge.

- In the case of Treason against the Republic, the person convicted of treason may be sentenced to death by the Nrzimek Wrntuhiko. Minimum term of imprisonment stands, except in exceptional cases where the person is considered to be a threat to state security so long as he lives, when he might be executed after a period determined by the legislature, or if a State of Emergency is in effect, the Nrzimek Wrntuhiko.
