Whereas the international stage has become fraught with violence and danger
Whereas Quanzar is a new and fragile nation vulnerable to the whims of foreign powers
Whereas the possibility of internal dissent keeps our nation in perpetual unrest

RESOLVED that the state adopt the following policies and measures in the name of His Royal Majesty Edward the first.

Section I. Amendments to the State Security Act of 2684

(iii) e. Pro-Istalianism: Any ideology that supports a return to Istalian rule or the inappropriate use of the Istalian (Italian) language as determined in the respective language-policy legislation.

Section II. Amendments to the Language Policy Act of 2684

(viii). The government will enforce a ban on the Istalian (Italian) language in the government; in public institutions; in organizations that receive public funding of any kind; within public lands and properties; and within all schools. The penalty for violating said ban is the revocation of citizenship status and deportation to a foreign nation decided by the government.
(ix). It is illegal to teach anyone younger than 25 years of age the Istalian (Italian) language. The penalty for violating said ban is a 10 year prison sentence and the seizure of property by the government.
(x) If a parent teaches his or her child the Istalian (Italian) language, he or she will be forced to surrender said child to the Ministry of Health and Social Services, which will place said child under the guardianship and care of foster parents or adopted parents.
(xi). Speaking Istalian (Italian) is only allowed after receiving a Note of Language Certification (NLC). The Ministry of Education and Culture will distribute NLC's. The Ministry will collect finger-prints, contact information, and blood/DNA samples from NLC applicants prior to the distribution of the requested NLC. Those who possess an NLC must contact the Ministry every two years to update personal information and report on their Istalian (Italian) language usage activities. The Ministry may at any time revoke an NLC, especially if there is suspicion of subversive use.
(xii) The penalty for speaking or writing Istalian (Italian) without an NLC is the revocation of citizenship status and deportation to a foreign nation decided by the government.
(xiii). There are two exceptions to the aforementioned ban.
(1) Academicians involved in language-studies may apply for a Note of Scholarly Language Certification (NSLC) from the Ministry of Education and Culture. Possessing a NSLC allows one to use Istalian (Italian) in Colleges, Universities, and research institutes related to language-studies. A maximum of 200 NSLCs will be in existence at any given time, and the Ministry of Education and Culture will operate an auction that will sell NSLCs to the highest bidders. In other respects, the NSLC program is regulated in the same manner as the NLC program in part (x).
(2) The Minister of Education and Culture or the Head of Government may distribute Notes of Special Government Language Certification (NSGLC) for diplomatic, spying, and internal police purposes. All NSGLCs are monitored by the Special Protocol Royal Commission (see section III).

Section III. Institutional Security Reforms
(i) The Minister of Defense will personally oversee the foundation and operation of the Special Protocol Royal Commission (SPRC).
(ii) The SPRC is an agency that will manage all matters of domestic and international Royal security and intelligence. Other agencies will work with the SPRC but will be subordinate to its decisions.
(iii) The Legislature hereby grants the Minister of Defense, through the SPRC and with the permission of the Head of Government and the Sovereign, the power to secure Quanzar from threats foreign and domestic.
(iv) The Legislature grants both the Minister of Defense and the Head of Government plenipotentiary diplomatic powers equal to the Minister of Foreign Affairs.

Section IV. Intelligence Protocol Security Order (IPSO)
(i) All parties that vote yes on this bill, by the very act of voting in the affirmative, agree to report any information concerning the national security of Quanzar to the following site immediately after acquiring said information.

(ii) Furthermore, such parties that vote yes on the bill agree to remain vigilant against any foreign power or conspiracy that threatens our nation.
(iii) All parties in Quanzar, regardless of their votes for this bill, are encouraged to execute IPSO.
(iv) Parties that do not comply with IPSO will be excluded from cabinet membership.
