Be it enacted upon the Emperor's most Illustrious and Lutheran Majesty, by and with the advice and consent of the representatives of the people of Greater Hulstria, in this present Imperial Diet assembled:

An Act to clarify the status of the Colonies of Greater Hulstria; to establish an effective Administration to govern them; to more properly regulate their Affairs; to enforce the laws in the Eastern Territories, and to properly fund police services in the Eastern Territories


ARTICLE I - Short title and etc.


1) This Act may be cited as the Colonial Affairs Act, 2694.
2) This Act shall come into force immediately upon the approval of the Imperial Diet.
3) Unless otherwise stated "Colony", "Colonies", or "territories" refer to land administered by Greater Hulstria that are not directly represented in the Imperial Diet.
4) Unless otherwise stated "Colonial subject" refers to any inhabitant of a Colony of Greater Hulstria.
5) Unless otherwise stated "His Majesty's Government" refers to the constitutional government of the Imperial Crownlands of Greater Hulstria.
6) Unless otherwise stated "Eastern Territories" shall mean all colonies and teritores administered by Greater Hulstrian that are not directly represented in the Imperial Diet.
7) Unless otherwise stated "Imperial Commissioner" refers to the Imperial Commissioner of the Eastern Territories mentioned in Section 1 of Article II.
8) Unless otherwise stated "Homeland" refers to the Imperial Crownlands of Greater Hulstria, as represented in the Imperial Diet.


ARTICLE II - Colonial Government
1) There shall be an Imperial Commissioner of the Eastern Territories to administer the Colonies, the Governor-General and Staatsminister shall appoint the Imperial Comissioner in the name of the Emperor. The Imperial Commissioner shall serve at the pleasure of His Majesty's Government, though no individual may serve for a period longer than ten years.
2) The Imperial Commissioner shall exercise authority in the name of the Emperor.
3) The Colonies shall be divided into thirty-eight separate Regions, each of whom shall have a Regional Administrator appointed by the Imperial Commissioner to govern the affairs of that Region.
4) The Regional Administrators shall take directives from the Imperial Commissioner and His Majesty's Government on how to exercise authority in the Region.
5) There shall be a Representative Assembly to advise the Imperial Commissioner on the proper administration of the Colonies.
6) The Representative Assembly shall consist of thirty-eight members elected by those Colonial subjects entitled to vote, as provided for in this Act, in each Region.
7) Elected Members of the Representative Assembly must make an oath swearing or affirming loyalty to His Imperial Majesty and His Majesty's Government before they may take up their seats in the Representative Assembly.
8) Only Colonial subjects who have attained the age of eighteen years and who have not been convicted of treason or serious felony may be entitled to vote.
9) There shall be Courts established in each Region, headed by a Chief Magistrate appointed by the Imperial Commissioner, to ensure that justice is properly dispensed and that the laws are enforced.


ARTICLE III - Languages
1) The Hulstrian and Gao-Showan languages shall be considered equal throughout the Colonies. Neither shall be considered more senior than the other.
2) All Colonial subjects shall have the right to address, and to be addressed to, all Courts within the Colonies in either the Hulstrian or Gao-Showan languages.
3) Members of the Representative Assembly may freely choose to address the Representative Assembly in either the Hulstrian or Gao-Showan languages.
4) All laws, directives, and other public records shall be kept in both the Hulstrian and Gao-Showan languages.


ARTICLE IV - Relations between the Colonies and the Homeland and etc.
1) All Colonial subjects shall be entitled to a special temporary residence permit, which shall allow them to travel to and reside, work, and live in the Imperial Crownlands of Greater Hulstria for a uninterrupted period not exceeding thirty-six months.
2) A Colonial subject which has been issued a special temporary residence permit and leaves the Imperial Crownlands of Greater Hulstria before he has utilised the entirety of the period shall be allowed to re-enter to the Imperial Crownlands of Greater Hulstria and utilise the remainder of the period.
3) In addition to the special temporary residence permit outlined in Sections 1 and 2 of this Article, Colonial subjects shall be entitled to a special visitor's visa which shall permit them to freely travel throughout the Imperial Crownlands of Greater Hulstria for a period not exceeding twelve months.
4) A Colonial subject which has been issued a special visitor's visa may not reapply for another special visitor's visa until at least six months has elapsed since the expiration of their previous special tourism visa.
5) Colonial subjects who have been accepted for admission in any accredited educational institution in the Imperial Crownlands of Greater Hulstria may apply for a special study permit. Holders of such permits shall enjoy all of the rights that a special temporary residence permit bestows for the entire duration of their studies in the Imperial Crownlands of Greater Hulstria.
6) Should a holder of a special study permit lose their place at the institution that caused them to receive their permit, they shall be given a forty-five day period before they are ordered to leave the Imperial Crownlands of Greater Hulstria.
7) No Colonial subject may claim citizenship or nationality of the Imperial Crownlands of Greater Hulstria by virtue of their status as a Colonial subject.
8) Colonial subjects wishing to travel oversees shall be granted a special passport by the Ministry of Foreign Affairs clearly identifying the holder as a "Hulstrian Colonial Subject". Colonial subjects oversees shall be granted the same rights and protections as citizens of the Imperial Crownlands.
9) Colonial subjects wishing to permanently relocate to the Imperial Crownlands of Greater Hulstria must apply to the Minister of Internal Affairs for a special relocation visa.
10) The Minister of Internal Affairs may choose to approve or disapprove of such applications for special relocation visas.
11) After twelve months of continual residence in the Homelands after the granting of a special relocation visa, a Colonial subject shall be able to petition the Ministry of Internal Affairs for Hulstrian citizenship.
12) The Minister of Internal Affairs may choose to approve or disapprove of such petitions for Hulstrian citizenship.
13) The Colonies shall not enter into contracts or negotiations with foreign governments without the expressed permission of the His Majesty's Government and the Imperial Diet.


ARTICLE V - Imperial Police Service of the Eastern Territories
1) The Imperial Police Service of the Eastern Territories shall be responsible for the enforcement of law and preservation of peace and order in the Eastern Territories, as provided for in this Act and by the Constitution and other laws of the Imperial Crownlands of Greater Hulstria.
2) The Imperial Police Service of the Eastern Territories shall be under the auspices of the Ministry of Internal Affairs, from which it shall receive its budget, and the Minister of Internal Affairs shall exercise such powers for the Imperial Police Service as provided for in this Act.
3) The Minister of Internal Affairs shall appoint a chief officer, to be known as the Imperial Superintendent of Police for the Eastern Territories, to control and manage the Imperial Police Service of the Eastern Territories.
4) Each Region of the Eastern Territories, as established by this Act, shall have a Regional Superintendent of Police appointed by the Imperial Commissioner of Police for the Eastern Territories who shall be responsible for policing in their respective Regions and, subject to the control and oversight of the Imperial Superintendent of Police for the Eastern Territories, exercise control and manage over such affairs.
5) The Imperial Police Service of the Eastern Territories shall possess jurisdiction and authority over the whole of the Colonies, as defined in this Act.
6) The annual budget for the Imperial Police Service of the Eastern Territories shall be no less than 50,000,000,000 Hulstrian Crowns, to be paid out of the general budget for the Ministry of Internal Affairs.


ARTICLE VI - Special Anti-Terrorism Unit
1) Within the Imperial Police Service of the Eastern Territories, the Special Anti-Terrorism Unit shall be established, which shall be responsible for combating terrorist and paramilitary organisations, as defined by the Paramilitary Organisations Act.
2) The Imperial Superintendent of Police for the Eastern Territories shall appoint a Director of Special Operations to command, manage, and exercise control over the Special Anti-Terrorism Unit.
3) The Special Anti-Terrorism Unit shall have absolute authority to enforce, fully and totally, the Paramilitary Organisations Act within the Eastern Territories and to employ any means necessary to bring about its full and total enforcement.
4) The Special Anti-Terrorism Unit shall have the authority, with the consent of the Imperial Commissioner and Minister of Internal Affairs, to offer full or partial immunity from prosecution to individuals who have committed offences under the Paramilitary Organisations Act in exchange for cooperation where such cooperation is deemed to be vital to the fulfilment of the goals of the Special Anti-Terrorism Unit.
