Free contraceptives are often misused and shortages can frequently result. To help ensure proper usage and prevent shortages, contraceptive production and distribution will be heavily subsidized and advertized, but will not be free. This should save money and increase the efficiency of the program. |

Message | Please don't bring up the moral aspects. I don't care what is moral in any direction. I'm looking to maximize return on investment, and subsidization is far more effective than giving them away. |

Message | The AAP will oppose. The AAP considers Sexual Emancipation to be a Core Issue, and sees readily available contraception as essential to that. Removing free access is adding another hurdle, to couple with an anti-permissive climate, a lack of education (thankfully recently relieved, a little), and a culture of blame. |

Message | The reason we're proposing this is actually to make contraception more readily available. When companies that produce contraceptives can take home a bit of profit off of it, production will increase. Furthermore, people will be more likely to use them properly if they cost half a Likath instead of being free. Lastly this will present some of the abuse that occurs from having them free. We are trying to maximize the effectiveness of this policy, not damage or halt it. |

Message | The AAP finds little but fault with the PCP assertions, unfortunately. 1) Companies are currently making contraceptives, on a fair-price scale, for the government. Production is close to 100%. This can NOT be 'increased', jut by the addition of a little market-place profiteering. 2) People are more likely to use them properly if they cost more? And, what if they break, and the citizen cannot afford to replace them easily? Making contracepion more 'rare' can ONLY lead to increased accidental births. 3) One wonders how the system is being 'abused' by free contraception. Sure, the AAP happily admits some people occassionally 'steal' the entire contents of a vending machine... but, with little or no resale value, this kind of abuse is absolutely minimal. |

Message | If the government is purchasing the producty, they buy the ones they want, not the ones the consumer wants. This leads to market inequities on the consumer side, as well as increased opportunities for corruption on the government side. While this may not be a problem with the current government, I do not wish to put temptation in the path of any party, my own included. |
