Bill: Development Budget proposal of February 2124

Details

Submitted by[?]: National People's Gang

Status[?]: passed

Votes: This bill proposes to change the allocation of funds in the budget. It requires more than half of the legislature to vote yes. This bill will not pass any sooner than the deadline.

Voting deadline: December 2124

Description[?]:

Devo propose to adjust the government's spending budget to better address the economic and social situation of the Five Nations of Lodamun.

The aims of investment in this budget are fourfold:

1. Expand the overseas influence of the Five Nations
2. Advance developments in industry & technology while preserving the environment
3. Increase provision for health and education to create a healthier, better educated workforce
4. Create a central reserve

These investments are balanced by a huge reduction in the expenditure of the Head of Government - as an office it has a strategic role rather than a funding role - and marginal reductions in Fincance, Internal Affairs and Food and Agriculture. Fin, IA and F&A reductions are balanced by the investments outlined above which are expected to realise benefits within these departments.

Head of Government 10,000,000 LOD - A massive cut
Foreign Affairs 5,000,000,000 LOD - Increased by more than 1bn
Internal Affairs 3,000,000,000 LOD - Cut by 0.799 bn
Finance 2,000,000,000 LOD - Cut by 1.799bn
Defence 4,000,000,000 LOD - Increased by 201,000,000
Justice 3,799,000,000 LOD - Unchanged
Infrastructure & Transport 4,000,000,000 LOD - Increased by 201,000,000
Health & Social Services 4,000,000,000 LOD - Increased by 201,000,000
Education and Culture 4,000,000,000 LOD - Increased by 201,000,000
Science and Technology 4,000,000,000 LOD - Increased by 201,000,000
Food and Agriculture 3,000,000,000 LOD - Cut by 0.799 bn
Environment & Tourism 5,000,000,000 LOD - Increased by 1.201 bn
Trade and Industry 5,000,000,000 LOD - Increased by 1.201 bn

Overall expenditure down by almost 3bn.

Taxation of luxury items is reduced to compensate for the introduction of the higher band of Income Tax and will be cut further in later budgets.

Revenue v. Expenditure in the spending and taxation budgets for 2124 should generate reserves approaching 4bn.

This will be carried forward to the next budgeting period and be allocated to special projects and reserves. The subsequent budget will generate no further reserves.

MessageDefence has higher allocations of additional funds in order to spur the development and provision of high-tech, non-nuclear defences.

Justice funding is pegged at the default level in order to assure provision of legal aid, to cover education in prisons and to ensure the judiciary can cope with the frequent rollercoaster rides imposed by the contradictory laws coming from the legislature.
