MessageThis legislation would counteract the effectiveness of Devolution. If local officials are not directly accountable to the local population, then the actions of their government will reflect the agenda of the national government rather than the agenda of the local population.

MessageWe fail to see how local governments choosing their own method of election or appointment drives local officials to reflect the agenda of the national government.

Random fact: Parties have the ability to endorse another party's candidate for the Head of State election (if there is one). This adds a strategic element to the elections.

Random quote: "Many forms of Government have been tried, and will be tried in this world of sin and woe. No one pretends that democracy is perfect or all-wise. Indeed, it has been said that democracy is the worst form of government except all those other forms that have been tried from time to time." - Winston Churchill
