Article 2: Fixing the Enviromental Problem, Empire can ensure the existence and control of First-needing Resources. Paragraph 1: A good way to Fix the Problem is investing on Technology, Education and Health Paragraph 2: Imposing a moderate price but strict Tax to Polluting/Contaminating Industries could produce a modest but good money income. Paragraph 3: The State Control of First-needing Resources could be made nationalizing the Industries and the Companies. Article 3: Improving the Health, Education, Science and Technology the State (Growth) the Income of Taxes, Payments could be taked as a Income for the Nation. Article 4: Improving the Technology, the Empire could be recognized as a Enviromental and Military Power. |
