All Sex crimes will be recorded by the Federal Government.

There will be 3 categories' to determine what type of criminal a person is.


Category #1 A person is found guilty or pleads guilty to a sex crime. The sex crime being the least Violent

For Category # 1 All Victims must be at least 16 years of age to qualify for this category.

Example : Person fondles someone as they are walking by or someone is caught spying on someone as they get undressed. They can not have been found guilty for any other sexual crime's in their adult life. If they have been guilty of another sex crime the person cannot be considered for category #1.

Categories # 1 this person guilty of this type of crime must register as a category #1 sexual predator for 5 years and must send out and post flyers within a 1 mile radios of their home, These flyers will inform the public of the person's name and address and that the person is considered a category #1 sexual predator.
This person can not live within a half of a mile of a park or school.

Category #2 Attempted rape of person over the age of 16/ Also to Qualify for category #2 A minimum of 2 convictions with no more than 4 convictions as Category's #1 sexual predator crime.

If the person is found guilty of a Category #2 crime more than once must be place in category #3
When this person is released from prison this person a
Category #2 Felon this person guilty of this type of crime must within 24 hours register as a Category #2 sexual predictor for 20 years. And must go door to door with flyers informing the public of your residence and the crime
you were found guilty of for a radios of 2 miles of their home yearly . This person can not live within a mile of a school or of a park.

This person cannot work if any field that included children in the Daily activities no parks / school bus driver/ Nursurey school/ in any school at also EXT.

Category #3 Felony Rape of a person or rape or attempted rape of a child under the age of 16 To qualify for category #3 A person must be found guilty of Category #2 more than once also any person found guilty of category #1 = 5 convictions must be entered into category #3. The Worst type of Sexual predator.

This person classified as a Category #3 upon completing any jail sentence this person must register as a category #3 sexual predator within 1 day of release. They must reregister every year for 50 years.
This person is required to Go door to door with flyers informing the public of their residence as well as the crimes
they have been committed of a radio of 3 miles. This person can not live within 3 miles of school park bar or nightclub. This person is also Required by law to place a lawn sign on their lawn reminding citizens that a category #3 sexual predator resides at the address.

MessageThe party does not approve of this legislation due to several reasons.

One is due to a clause in the beginning section of the bill that allows for a sixteen year old citizen to register as a "Category One" sexual predator. Firstly, a sixteen year old does not seem appropriate to place as a sexual predator in a system that incorporates adults as well. The legal adult age in the Federal Republic is eighteen, and therefore a sixteen year old is a juvenile and not in accordance to legalities fit for an adult. Secondly, if a juvenile does commit a crime, what truly categorizes as a "sexual predator"? Teenagers, especially around the age of sixteen, seventeen, or even eighteen, will do foolish things and childish things that would be ordinarily intolerable for an adult. It is in their nature to do so, and so long as no one is mentally or physically damaged, which typically is the case, there is no reason for us to appropriate taxpayers' dollars to the Ministry of Justice to root out a bunch of kids and hold them captive in state prisons.
Another reason is due to a family concern. Since a sixteen or seventeen year old, and usually individuals between the ages of eighteen and lower twenties (who are college and university students), live at home, that means if they were to be taking residence with their family within a half a mile of a school, their entire family would be forced to move away. That is going to cause some issues and burdens for families. Also, the article about the mandatory posted flyers in a one mile radius seems an extreme intrusion upon an individual's private life, especially in the case of a convicted juvenile whose family would be severely affected as well.

These are the party's primary concerns with this legislation. All of us here, or I hope all of us anyway, want to see defense of sexual predator victims and ensure necessary steps are taken to defend innocents, but the aforementioned issues, amongst others, force us to go the other way on this bill.

MessageWhilst the CMP can appreciate the concerns of the FIP, we are forced to disagree entirely.

We see those over the age of 16 to be of sound enough mind to know when sexual acts are inproper and unacceptable, thus those of such an age should be under the jurisdiction of the law. W do not see it as "nature" for a 16 year old to commit unacceptable sexual acts. No amount of hormones can account for such activity and we will do out utmost to ensure that they are braught to justice, for the protection of those scarred by their acts.

We see it also, as the responsibility of the parent to ensure that their children are not engaging in such activities, as such, we stand by the legislation's statement to move those who clearly should not be near children. If that means moving the family, then it will serve only to strengthen families and encourage them to band together and eliminate this sort of activity.

I pray that the FIP see thse reasons and reconcider their judgement.
